July 17, 2024 Meeting Summary
It was a lively meeting at Upper Noe Recreation Center. Here is what we discussed.

City Updates
Jess Medina of the Office of Economic and Workforce Development reports:
- SFMTA is still looking at street improvements for 28th and Church. Options include flashing beacons, improved crosswalks and potentially stop signs on all four corners.
- SFMTA says there have been no reported collisions since May 2022 when they installed some improvements but neighbors dispute that.
- Help exists to add a short-term parking solution for the corner store.
Henry DeRuff of Supervisor Mandelman’s office reports:
- Sup Mandelman has a high-level commitment from SFMTA to install stop signs on Church at 28th in the next month or two !!!
- SF just finished budget season. $500 million deficit for next year.
- EV charging: City is finishing up a feasibility study for curbside charging.
- City is working on small business ADA entry requirements.
The State of the Park
It has been 16 years since the renovation of Upper Noe Rec Center. General maintenance of the park has been good, especially the interior. Time takes a toll, though. Critical issues include the children’s playground surface, the tennis court retaining wall, and the deck in the dog run. Safety issues need to take priority. Your calls to 311 have helped to spotlight problems and support efforts to initiate repairs. Keep it up.

Response and Input from Rec & Parks Area 5 Manager Carol Sionkowski:
(Carol was recently promoted to Superintendent of Parks and Open Spaces – congratulations !)
- Tips for using 311 –
- 311 requests go to Rec & Parks, then to the City app where managers see what to fix.
- 311 is best used for small maintenance projects not big capital improvements.
- Children’s Play Area – 4 playgrounds get done per year out of 50 playgrounds citywide. Upper Noe is high on the list, but not at the top. Playground renovations are around $250k. The replacement material will be artificial turf and will look similar to the new surface at Balboa Park.
- Tennis court – eucalyptus tree roots are causing the retaining wall damage. The trees must be removed before repairs to the wall. When that work will be scheduled is not known.
- Dog Run Deck – it was built to preserve the 2 trees but it has no air circulation underneath and water rotted everything. Replacement is $50k. It is not known when resources will be available.
- Dog Run Drinking Fountain – it was repaired several times. New drinking fountains cost $10k. They are looking for a replacement.
- No big renovation plans are foreseen for Upper Noe right now.
- Small plans include replacing the benches around the baseball diamond.
Neighborhood Safety
Ingleside Station serves Upper Noe Valley and hosts a monthly public meeting at the station. UNN is interested in organizing a forum to support Neighborhood Watch groups. If you see something, say something.
Input from Captain Amy Hurwitz and Lt. Conroy Tam of Ingleside Station:
- Down to 63 working officers at the station, about half of what is needed.
- Crime across the board is trending less than last year.
- City has approved 400Flock cameras, looking for stolen vehicles and crime cars.
- Robbery and assault at26th and Noe: police have video and arrest is imminent.
- We have the staff to do traffic operations once per week, please let is know hot spots.
Questions:
- Is more lighting needed? Yes, porch lights on all night are very helpful to keep crime down.
- Why is staffing so low? The defund-the-police movement and increased oversight on police activity discouraged potential officers from joining. Also, not many working-class people live in SF anymore.
- What can we do about sideshows (stunt driving)? Better coordination between departments and monitoring of social media has helped. Are Botts Dots helpful? Yes, but it is up to SFMTA to install them. Are videos of sideshow drivers helpful? Yes, please send it in.
- Why did they pull the SF-SAFE budget? SF-SAFE is dead. SFPD has taken over the organization with a small group of retired officers. Their contact is neighborhoodsafety@sfgov.org .

This FREE community family celebration brings neighbors together in a safe and friendly atmosphere to get to know each other and our law enforcement officers.
