March 20, 2024 Community Meeting Summary
We had a very full agenda last night. Not everyone can make it to live meetings, so we want to ensure that everyone has an opportunity to provide input into community activities.

UNN Elections
Members who are current on their dues are eligible to vote and should have received a ballot by email last night. The voting deadline is Mar 25 2024 9:00pm. To pay dues and receive a ballot, go to https://uppernoeneighbors.com/membership/
Supervisor Mandelman
Our new District 8 aide and liaison for Noe Valley is Henry DeRuff <henry.deruff@sfgov.org> . The March 5 election returned wins for SF safety and housing. Moderates won on DCCC but I still believe we are a progressive city. Voters want more pragmatism around substance abuse and crime. They supported the use of cameras and technology that other cities have been using to successfully fight crime. Revenue is down in SF. We need to cut $800M from next years budget. Money is going to be tight as we will be in deficits for years. Discretionary money for community projects is unlikely for awhile.
Upzoning Church Street
Details are sketchy. Sup Mandelman suggested that we schedule a meeting with the Planning Dept to get a clearer picture of what this will look like here and to understand the process of selection. We will have info on this soon.
Slow Sanchez Design Draft
We met with the Slow Streets team on Feb 28. To view their initial proposals for street design features along with our notes, click here. Your comments are appreciated before a final design is presented in mid-April. Email SlowStreets@SFMTA.com with “Sanchez Street” in the subject line with any questions or feedback.
Managing Street Trees
Chris Buck of the Dept Urban Forestry informed us that our neighborhood has one of the densest canopies in SF. They received $12M to plant about 3500 new trees but that most of that is earmarked for neighborhoods with fewer trees . 2016 Prop E. Healthy Trees, Safe Sidewalks changed responsibility of street trees from the adjacent homeowner to the city. DPW’s goal is trim every tree every 3 to 5 years. They evaluate every tree individually and will remove unsafe trees even if they are healthy. But they do not want to remove mature trees since they help the city environment more than young ones do. So, permits to remove them are frequently denied even when smaller new trees are planned in their place. We can get help when trees become a problem by calling 311.
Church Street Banners and Lights
While we are still working on finalizing a lighting scheme, we have received the first four drafts of banner ideas from our commissioned artist Rhonel Roberts. Click here to view them.
Neighborhood Goals 2024
1. Hybrid / Zoom meetings
2. A more formal/inviting process for informing our community about land use issues.
3. Enhance Upper Noe Merchants as an association
4. Church St. Branding Project banners and lights
5. Short term parking solutions for Church Street merchants
6. Fill empty storefronts / preserve businesses
7. Upper Noe Traffic Plan to look at the big picture, including:
a. Repaving schedules: Noe St, Church St and others
b. Install stop signs on Church St at 28th St
8. Inventory missing street trees
9. LED porch light distribution campaign – Lighting Upper Noe
10. Emergency response preparation, such as NERT training and a neighborhood hazard survey.
11. Organize UNN forum for Neighborhood Watch Leaders.
